New second Parliamentary Counsel appointed
Today, I am pleased to announce the appointment of Mr Keith Byles PSM as Second Parliamentary Counsel to the Office of Parliamentary Counsel (OPC) for a seven year period.
OPC is the Commonwealth’s principal provider of professional legislative drafting services and provides comprehensive public access to Commonwealth legislation through the Federal Register of Legislation.
Mr Byles is one of OPC’s most experienced drafters. His technical expertise and experience in leadership roles will be particularly valuable for the Commonwealth as OPC manages an increasingly challenging legislative environment.
Mr Byles will provide significant leadership and strong support to Mr Peter Quiggin PSM, First Parliamentary Counsel and head of OPC.
Mr Byles has been engaged as a legislative drafter in OPC since 1980 and has made a strong contribution to OPC and the implementation of successive government’s legislative programs during his 37 years of employment. He has held various senior positions within OPC, and has been acting Second Parliamentary Counsel since January 2017.
I consider Mr Byles to be an excellent appointment as Second Parliamentary Counsel. On behalf of the Government, I congratulate Mr Byles on his appointment.
